Mr. Cadogan has lived and worked in the Baltimore Metropolitan area his entire life. He graduated from Mount Saint Joseph High School in 1979. He received a Bachelor of Arts degree in History from Loyola College in 1983. He attended the University Of Baltimore School Of Law where he obtained his Juris Doctorate in 1986.

Mr. Cadogan's practice consists of Estate Planning, including Wills, Powers of Attorney and Advanced Directives, Family Law, Business and Corporate Law, Land Use and Real Estate Development, and General Civil Litigation. He has experience handling land use and zoning law matters before the Baltimore Municipal Zoning Appeals Board, Baltimore City Council and the Planning Commission.

From 1990 to 2018, Mr. Cadogan served as former Mayor and Governor Martin O'Malley's Campaign Treasurer. He is currently serving as former Mayor Bernard "Jack" Young's Campaign Treasurer.

He is an experienced litigator, having managed hundreds of civil litigation matters in both District and Circuit Courts throughout the State of Maryland.
